Many home improvement contractors and home owners enter into agreements believed to be adequate when it comes to assuring a home improvement project is completed to the satisfaction of the homeowner, and that guarantees the timely payment to a contractor for work satisfactorily performed.

If you are a homeowner, or a home improvement contractor, it is vital to understand  that specific statutory laws in Pennsylvania, including the Unfair Trade Practices and Consumer Protection Law (UTPCPL) and the Home Improvement Consumer Protection Act, have been enacted to protect a homeowner from predatory contractors who fail to follow these laws, many times because they are unaware they exist, and in many circumstances result in potential or actual lawsuits. The UTPCPL alone includes penalties of up to three times the actual damages that a homeowner may have incurred by a unscrupulous home improvement contractor. Moreover, the contractors can find themselves mired in problems with the Office of the Pennsylvania Attorney General for failing to register and possess detailed, easy to understand written agreements that must be presented to a homeowner before commencing any home improvement project.
